Content ID conflict holds the release
Tier drives the queue, not the badge. Rows are ordered VVIP → VIP → Normal and then oldest first, and each tier carries its own SLA clock. Re-sorting a column below changes what you are looking at; it does not change the order work is expected to be taken in.
