A flag is not a block, and a block is not a pause. Under review keeps revenue accruing and holds the payout. Bad revenue quarantines the earnings for clawback. Confirmed fraud and Blocked stop the account earning entirely and remove it from every payout run — the unpaid wallet balance is forfeited under the terms of service, and does not come back if the flag is later cleared.
